The Future of Interagency Custody Intelligence

One Search.
Multiple Jurisdictions.
Better Intelligence.

What if the person your agency has spent days searching for was already booked into a participating county jail? UCI is designed to connect custody information across participating jurisdictions, helping authorized investigators identify current and historical custody records, reduce repetitive searching, and receive notifications when a qualifying custody match occurs.

  • Built for Law Enforcement
  • Designed for Interagency Collaboration
  • Affordable Investigative Access
  • A Growing Custody Intelligence Network

The Investigative Problem

What is the cost of not knowing?

An investigator's time is too valuable to spend searching disconnected custody systems.

A familiar scenario

An investigator is searching for a person connected to an active investigation.

The investigator contacts neighboring agencies, checks available databases, follows leads, and spends valuable time trying to determine the individual's whereabouts.

Several days later, the investigator learns that the individual had already been booked into a participating detention facility in another jurisdiction.

The information existed.
The investigator simply did not have an efficient way to discover it.

Every unnecessary hour spent repeating custody inquiries can take valuable investigative resources away from:

  • Developing new leads
  • Interviewing witnesses
  • Following evidence
  • Locating missing persons
  • Supporting victims
  • Advancing active investigations

The challenge is not always a lack of information. Sometimes it is a lack of connection.

The UCI Solution

Introducing Universal Custody Intelligence

A smarter way to connect custody information and investigative needs.

UCI is a purpose-built, web-based custody intelligence platform that enables participating detention facilities to contribute authorized custody information and allows licensed investigators to search that information through a secure, controlled interface.

The platform is designed to help agencies answer

  • ? Is this person currently in a participating jail?
  • ? Has this person been booked previously?
  • ? Which participating facility reported the booking?
  • ? Has the person been released?
  • ? Can I be notified if the person enters a participating facility in the future?

Search

Search authorized custody information across participating jurisdictions.

Identify

Review matching person profiles, booking history, and available mugshots.

Monitor

Establish time-limited Custody Watches for legitimate investigations.

Notify

Receive alerts when a qualifying custody match is recorded.

Collaborate

Connect investigative personnel with the participating facility holding the relevant record.

How UCI Works

Two portals. One connected workflow.

For Detention Facilities

  1. 01

Maintain custody information through manual entry or approved roster uploads.

  2. 02

UCI identifies new bookings, unchanged inmates, and roster removals.

  3. 03

Approved custody information becomes available to authorized UCI investigators.

For Investigators

  1. 01

Log in using an individually assigned investigator account.

  2. 02

    Search participating jurisdictions.

  3. 03

    Review authorized custody results.

  4. 04

Create a Custody Watch when appropriate.

  5. 05

Receive a notification if a qualifying match occurs during the active watch period.

Core Investigative Features

Purpose-built for the investigative process

Multi-Jurisdiction Search

Search authorized custody records across participating detention facilities from one investigative interface.

Historical Custody Intelligence

Review available prior bookings, custody timelines, release information, and source facilities.

Custody Watch

Create a temporary investigative query for a Missing Person or Person of Interest and receive notifications when a qualifying custody match occurs.

Daily Roster Sync

Allow participating detention facilities to upload current-inmate rosters to help maintain UCI custody information efficiently.

Agency Reporting

Generate authorized reports for the agency's own data and activity while preserving administrative isolation between participating agencies.

Controlled Access

Use individual accounts, role-based permissions, agency boundaries, and auditable activity.

Feature Spotlight — Custody Watch

Search once. Stay informed.

Your investigation should not depend on checking the same name every morning.

UCI Custody Watch is designed to let authorized investigators create a temporary query for a person they are attempting to locate.

If the person is subsequently booked into a participating UCI facility and the booking produces a qualifying identity match, UCI can notify the investigator.

    01

    Search

Search the person using available identifying information.

    02

    Create a Watch

Select Missing Person or Person of Interest and establish a 30- or 60-day expiration period.

    03

    Receive a Custody Hit

If a qualifying match occurs, UCI sends an authorized notification containing available facility and booking details.

Custody Watch is an investigative notification tool. It is not a warrant, detainer, hold, arrest authority, or instruction to delay release.

Feature Spotlight — Roster Sync

Your jail already has the data. UCI helps put it to work.

Participating detention facilities can upload an approved current-inmate roster PDF rather than re-entering every inmate each day. The reconciliation process identifies:

Unchanged

An inmate appearing on consecutive approved rosters retains the existing booking.

New

A newly appearing inmate receives a new booking attached to an existing matching person profile or a new basic person profile.

No Longer Listed

A person absent from the new approved complete roster can be marked released with the reason: Released — Unknown Due to Bulk Ingest.

Roster reconciliation requires validation, appropriate approval, and safeguards against incomplete uploads or incorrect mass releases.

Mugshots are optional and can be associated with the person when correctly supplied.

Newly created custody events are also checked against active Custody Watches.

Jail Data Partner Program

The network grows when jails participate.

UCI is designed to make participation affordable for detention facilities because the quality and coverage of the network depend on the facilities contributing current custody information.

Facility participation and data-sharing are subject to approved agreements, agency authorization, security requirements, and onboarding.

  • Authorized Booking Portal access
  • Individual named booking staff accounts
  • 3 concurrent Booking Portal sessions
  • Manual booking and release entry
  • Daily Roster Sync

Government-Cloud Architecture Planning

Investigators can search authorized custody information across participating jurisdictions, while agencies retain boundaries around their own administrative information, internal search history, users, and reporting.

Only appropriately authorized UCI Super Admin accounts may perform platform-wide reporting and oversight.

UCI is being architected with government-cloud deployment and applicable criminal justice information security requirements in mind. Production deployment and any applicable CJIS compliance obligations depend on implementation, agency agreements, security controls, and review by the appropriate authorities.

Nationwide Vision

One nation. Connected custody intelligence.

2028

Our goal: a nationwide network of participating custody information providers by 2028.

UCI's long-term mission is to establish a connected network of participating detention facilities and law-enforcement agencies across the United States.

Our vision is to help authorized investigators search available custody information more efficiently, reduce unnecessary jurisdictional barriers, and strengthen investigative collaboration.

We believe custody information becomes more valuable when it can be securely shared with the agencies that have a legitimate need to use it.

Illustrative Network Vision

Connect Facilities

Encourage participating detention facilities to contribute authorized custody information.

Empower Investigators

Provide accessible, accountable investigative search tools.

Strengthen Collaboration

Support responsible information sharing between participating agencies.

2028 is a strategic participation goal, not a claim that nationwide coverage already exists or a guarantee of future coverage.
